Papers on the revision of Virginia's constitution, 1968-1971.

This collection is generally chronological and is divided into eight series. The first series concern the work of the Commission on Constitutional Revision, 1968-1969: Series I is Howard's administrative files; Series II, the working papers of the Commission's five subcommittees; Series III, research material on other states' constitutions and Virginians' public views on the revision; Series IV, drafts and final copies of the constitution. Other series concern the adoption of the new constitution, 1969-1971: in Series V are Howard's files and transcripts on the Special Session of the General Assembly; Series VI, files of the campaign for adoption; Series VII, clipping files; and Series VIII, related printed material.
